Sports wagering in the US widely seems to be in quite a turbulent period, as more and more states are considering its legalization. But, generally speaking, things seem to be heading in the right direction, from the industry’s point of view.
Come to look at New Hampshire and South Dakota, none of them has regulated interactive onshore operators. However, a number of offshore suppliers continue to accept players from these two states.
The most recent course of events seems to be a bit favorable for New Hampshire. The bill which allows land-based and mobile sports wagering (HB480) was sent to the Senate for further consideration. As a reminder, it was introduced in January this year. It implicates a positive outcome, though there is always room for unexpected changes…
…like those with Michigan.
On the other hand, Bill SJR2 was ed to the House for reconsideration, as well as major approval.
With the SD State Gaming Commission as the main regulatory body, it’s SD State Lottery is the one that holds the exclusive license to operate land-based lottery products. These licenses are valid both for commercial land-based venues within the city of Deadwood and Tribal casino gambling on Indian reservation territory. The establishment may lawfully operate…
…poker, blackjack, slot machines, and VLTs.
Pari-mutuel bets are accepted on live horse and dog racing, and off-track wagering of such kind is permitted at certain satellite locations. Any charitable and/or non-profit organizations which holds a license may organize and operate bingo and lottery for charitable purposes.
The minimal age for lottery and pari-mutuel wagering is 18, whereas for casino gambling the limit is higher, and it’s 21.
Commission on gambling determines the tax, and activities related to the casino are taxed at 8% adjusted gross revenue. The Commission can change the percent (from 5-15%), with 1% extra levy to the State General Fund. Speaking of, gross gambling turnover for 2018 was $5,752.8 million.
NH State Lottery is an exclusive license holder for land-based and interactive lottery products, but commercial licenses are not available for land-based and Tribal casinos on reservation territory. There are several regulatory bodies:
Land-based casinos are not allowed, whereas licensed on-track pari-mutuel wagering on horse and dog races is not prohibited. The situation with a charitable organization in HN is slightly stricter than in SD, as only those which have been ed at least 2 years…
…may operate poker, bingo, lucky 7, raffles and games of chance.
Age limits are the same as in South Dakota.
Surplus from the lottery is circulated to the NH Education Trust Fund. The gross gambling turnover in NH for the year behind us was $459.2 million.

Those several states that already legalized sports wagering seem to be noticing some positive changes, which means that things can work well. This should serve as a positive example for more approvals of bills.
