Scientific Games has officially been awarded the 15-year concession to operate the São Paulo Lottery. The group, operating under the name Consórcio SP Loterias, secured the contract after the Aposta Vencedora Consortium failed to fulfill its financial obligations.
The Aposta Vencedora Consortium, composed of SAV Participações and AX4B Sistemas de Informática, had initially submitted the highest bid of R$600 million (US$106 million) during the November 2024 auction. However, despite multiple deadline extensions totaling more than 120 days, the group was unable to make the required payment. “The first-place bidder was unable to meet the requirements of the notice… and we are going to activate the proposal guarantee,” confirmed Rafael Benini, Secretary of Partnerships and Investments for the Government of São Paulo.
Due to this noncompliance, the government moved forward with the second-highest bid from Consórcio SP Loterias, which offered R$526.5 million (US$93 million) and committed to an investment of R$333 million (US$49 million) over the course of the concession.
Under the of the agreement, Consórcio SP Loterias will manage several types of lottery games, including numerical forecasts, ive and instant lotteries, and sports-based predictions. However, the scope explicitly excludes online gaming and fixed-odds betting.
The consortium will be permitted to operate both physical and virtual lottery points, with plans for 31 dedicated outlets and over 11,000 non-exclusive distribution points across the state. All operations must adhere to strict compliance standards, including anti-money laundering protocols and the promotion of responsible gambling practices.
The São Paulo Lottery is expected to be a substantial source of state revenue, with anticipated earnings exceeding R$500 million. These funds are earmarked for major public health investments, specifically the construction of new hospitals in Itapetininga and Birigui. “We are committed to transparency, efficiency and good management of public resources,”Benini emphasized. “We act seriously and responsibly, and when there is non-compliance with the rules, we take the appropriate measures quickly, always in the interests of the population.”
IGT and Scientific Games are no strangers to Brazil’s lottery market. Since 2023, both firms have been involved in the Mineira da Sorte consortium, which holds a 20-year concession to manage lottery operations for the Minas Gerais State Lottery. Their proven operational expertise played a role in securing this latest contract in São Paulo.
The new concession was officially confirmed in a public announcement by the Contracting Committee, as documented in the State of São Paulo’s Official Gazette. The decision concluded that Consórcio SP Loterias had satisfactorily met all the technical and legal requirements laid out in the international competition SPI No. 01/2024.
Interested parties have until the end of the third business day following publication to file any appeals regarding the outcome.
