Year-Over-Year Growth Contrasted With Slight Monthly Decline

While the year-on-year growth was impressive, revenue in May 2025 experienced a minor decrease of 0.7% compared to April 2025, slipping from $8.4 million to $8.3 million. This slight dip indicates that, despite strong yearly gains, monthly fluctuations in revenue remain a factor for the state’s online gambling industry.

A Compact but Pioneering Market in Online Gambling

Delaware’s gaming industry features only three casinos, each operating in partnership with racetracks. These venues have provided regulated casino gaming since 2010. Importantly, Delaware distinguished itself as a trailblazer in digital gambling, becoming the first U.S. state to legalize online gaming in 2012 via House Bill 333. This early adoption has helped establish the state’s current regulatory framework and market presence.

The significant revenue growth seen in May 2025 reflects growing player interest and expanding acceptance of online gambling across Delaware. The state’s Gambling Control Board and the Delaware Lottery oversee and regulate this market, ensuring compliance and consumer protection as iGaming evolves.

Continued Momentum Despite Market Challenges

Although May’s revenue showed a slight decline compared to the previous month, the strong year-over-year gains illustrate a healthy and growing online gaming market in Delaware. Operators continue to invest in expanding game offerings and improving experiences, which likely s ongoing engagement from players.
