PGCB Penalizes Live! Casino Philadelphia for Exclusion List Breach

The Pennsylvania Gaming Control Board (PGCB) recently imposed a $50,000 fine on Live! Casino & Hotel Philadelphia for allowing restricted patrons to engage in gambling activities on its premises. This decision came after a consent agreement was reached between the PGCB’s Office of Enforcement Counsel and Stadium Casino RE LLC, the entity responsible for managing Live! Casino. The regulatory body concluded that the casino failed to enforce exclusion list protocols, which are intended to prohibit specific individuals from participating in gaming activities at Pennsylvania casinos.

The PGCB, tasked with maintaining strict compliance within the state’s gaming sector, determined that Live! Casino neglected to adequately prevent four patrons listed on the exclusion roster from entering and wagering. Fraudulent Activities Lead to New Additions on iGaming Exclusion List

In addition to the action taken against Live! Casino, the PGCB expanded its iGaming Involuntary Exclusion List by adding five individuals due to violations involving fraudulent activities. The board revealed that two patrons opened multiple s—20 in total—across an online gaming platform, despite regulations allowing each only a single . These violations underline the regulator’s commitment to curbing unlawful gaming activities and ensuring fair play within online gaming spaces.

Furthermore, two other individuals engaged in fraudulent chargeback requests, unlawfully claiming refunds on over $30,000 in gaming transactions through credit card disputes. Such actions led to their indefinite exclusion from online gaming platforms regulated by the PGCB. With these recent additions, the iGaming Involuntary Exclusion List now includes 47 individuals, demonstrating the board’s vigilance in maintaining a secure and compliant online gaming environment.

In response to incidents involving the safety of minors, the PGCB issued statewide bans to two female patrons found to have left minors unattended within casino properties on two separate occasions. Pennsylvania’s casino policies prioritize the well-being of all guests, particularly minors, and aim to uphold stringent child safety standards across all gaming facilities. These statewide bans reinforce the PGCB’s zero-tolerance policy regarding the safety and supervision of minors on casino premises.

In June, the PGCB imposed a significant $100,000 fine on the facility following an investigation that uncovered illegal proxy betting practices. According to state regulations, patrons are required to place bets in person, yet several Live! Casino staff reportedly facilitated phone-based wagering on behalf of a patron. Over an eight-day period, these employees placed 15 bets totaling $287,421, breaching Pennsylvania’s gaming regulations on remote wagering.

Following the investigation, the PGCB acted decisively by terminating the employment of the involved staff and revoking their gaming licenses. These penalties highlight the PGCB’s commitment to enforcing state gaming laws and maintaining the integrity of casino operations across Pennsylvania.
